Perhaps it is because I have a project in Tianjin, or perhaps it is because they saw the news from Chengdu, I have just received the newsletter below from the good folks over at the Tianjin Economic Development Zone (TEDA).   I tried to put links to further sources, but only one source shows in the English press.

TEDA Hospital was established in 1990. As approved by Tianjin Municipal Government, TEDA Hospital started to construct its new building in 2005, so as to meet the needs of the development and opening-up of TNCD and the requirement of TEDA’s medical services. With an area of 44363.24 square meters and a floor space of 78,000 square meters, the new TEDA Hospital is located to the east of TEDA International Cardiovascular Hospital and to the west of Beihai Road. Its main building has 12 floors, with a 70,000-square-meter section for comprehensive medical treatment, a 5,000-square-meter emergency center, and a 3,000-square-meter center for occupational disease prevention and treatment.

The total investment of this new hospital is 530 million RMB yuan. Constructed in line with the standard of “Class A of Grade III” hospitals, this new hospital provides a full range of services including treatment, education, research, prevention, health, and recovery. With 500 beds, it aims to treat 15,000 inpatients every year and 2,500 outpatients every day. It is expected to perform 8,000 operations every year, treat 150 emergency patients each day and successfully handle 8 first-aid cases. The value of the medical equipment in the new hospital totals 140 million RMB yuan. Thanks to a remote consultation center and a multilevel system composed of pre-hospital emergency care, in-hospital emergency treatment, and ICU, the new hospital has a capacity for 24 hour treatment for a large number of sick or injured people.

This new hospital boasts a group of highly capable experts, including 2 experts who enjoy special subsidies granted by the State Council, 61 experts with secondary senior or even higher professional titles, 6 doctoral degree holders and 17 Masters.

The new hospital will officially open on Oct 10. It will take a wide range of measures to benefit patients in an all-around way, regard public benefits and protecting the interests of patients as its top priority, and thus provide high-level medical services and health support to the residents in TNCD and those in Tianjin. Recently TEDA saw the establishment of Tianjin Yirun Growth Company, Tianjin’s first limited partnership enterprise, which is composed of 18 limited partners and one general partner (enterprise). This partnership enterprise will be mainly devoted to equity investment and operation of hi-tech enterprises and growth companies.

A special mode for partnership enterprises is to establish a limited partnership enterprise, who has two kinds of partners called limited partners and general partners. Limited partners, the real investors providing most of the capital, have only limited liability in terms of the capital that they put in. They are not involved in business management. General partners, who provide only a very small proportion of the capital, have unlimited liability and take full charge of management. One of the most distinctive advantages of limited partnership enterprises is that it effectively combines people with capital and thus separate partners from partnership enterprises. Its management mode and operation system are suitable for venture capital.

The newly amended Partnership Enterprise Law will come into force on June 1, 2007. As the most popular legal way of organizing an enterprise with regard to such investment and fund-raising fields as private equity fund, REITS, and venture capital, limited partnership will open up new opportunities allowed by laws for further financial innovations of TEDA’s capital market. The establishment of Tianjin Yirun Growth Investment (Limited Partnership) Company is doubtlessly a good try of setting up a new type of companies in TEDA. (Tr. by Dong Jing)

An Unveiling Ceremony Held for the Tianjin Binhai Vocational Skills Training & Accreditation Center in TEDA
Recently the Tianjin Binhai Vocational Skills Training & Accreditation Center held its unveiling ceremony in TEDA. During the ceremony the center signed cooperation agreements with PPG, Scope International (China) Co., Ltd. and Worksoft.

As a vocational skills training and accreditation base in the TNCD, the center boasts a large scale, advanced equipment, and strong financial strength. It is also the first service outsourcing training base accredited by the Ministry of Commerce. With a registered capital of 137 million yuan and a land of 62,000 m2 (including a floor area of 23,000 m2), the center contains a multi-purpose building, a practice building, a faculty apartment, a student apartment, a dinning hall, etc. It is equipped with advanced audio and computer equipment as well as complete electronics, mechanical and other devices for experiment and practice. To meet the demands of the TNCD for the absorption of highly skilled workers and the development of its leading industries, the center offers such ten specialties as electronics and telecommunication, automobiles, mechanical manufacturing (moulds), bio-pharmacy, food inspection, logistics, foreign languages, computers, management, and modern services. Besides, since its trainings and accreditation covers more than 70 general types of work, the center is capable of providing trainings, accreditation and other related services to enterprise in the TNCD.

In terms of the cultivation of the service outsourcing talents, the working team of the Thousand-Hundred-Ten Project of the Ministry of Commerce has signed a letter of intent on co-establishing the Tianjin Training Center of China Service Outsourcing with TEDA on July, 31. The Tianijn Binhai Vocational Skills Training & Accreditation Center, as a standing training organization, is responsible for offering specific trainings. At present, the center has cooperated with Microsoft, HP, IBM, Worksoft, and other leading companies. to develop trainings on many aspects like ITO, BPO, Call Center, CMMI certification, etc. At present the center has fully opened its training services to the public. Recently Kumho Tires (Tianjin) Co., Ltd. obtained an official approval from the Ministry of Commerce for its investment increase, production expansion and technical upgrading project of high-performance meridian tires with a low aspect ratio. The company will add a new investment of 85.294 million dollars and a registered capital of 28.731 million dollars. As a result, its total registered capital will grow from 82 million dollars to 110.731 million dollars, its total investment will increase from 246 million dollars to 331.294 million dollars, and its annual production capacity is expected to rise from 5.25 million meridian tires at present to nearly 7 million ones.

It is learnt that Kumho Tires Co., Inc. was founded in 1960 and headquartered in Gwangju, South Korea. As a world-famous tire producer, Kumho Tires Co., Inc. specializes on the production and sale of tires. It possesses three facilities in South Korea, with an annual production capacity of 33 million tires. Kumho Tires (Tianjin) Co., Ltd. began its construction in the West Zone of TEDA in April of 2005. In September of 2006 Kumho Tires (China) R&D Center, the third overseas R&D center of Kumho Tires Co., Inc., was completed and put into use in the West Zone of TEDA. (Tr. by Chen Yu)

HSBC has recently opened its branch in the Microelectronics Industrial Park of TEDA to provide the enterprises in MIP with efficient financial services.

As one of the world’s 500 best companies and largest banking and financial services organizations, HSBC has 9,500 offices in 76 countries and territories in Europe, the Asia-Pacific region, the Americas, the Middle East and Africa. So far HSBC boasts over 232,000 employees and more than 110 million members. Recently Mitsubishi Pharma Corp. and Tanabe Seiyaku Co., Ltd., two Japanese companies, singed an agreement on establishing Tanabe Mitsubishi Pharma Corporation. As a result, Mitsubishi Pharma Corp. will become an investor of Tianjin Tanabe Seiyaku Co., Ltd., marking the arrival of another Fortune 500 corporation in the Microelectronics Industrial Park of TEDA.

With a total investment of 21 million dollars and a registered capital of 12 million dollars, Tianjin Tanabe Seiyaku Co., Ltd. was co-established by Tanabe Pharma Co., Ltd. and Tianjin Lisheng Pharmaceutical Co., Ltd. in 1993 and relocated in the Microelectronics Industrial Park in 2001. In recent years Tianjin Tanabe Seiyaku Co., Ltd. has developed rapidly. Its products mainly focus on cardiovascular and digestion diseases. Diltiazem hydrochloride tablets, diltiazem hydrochloride sustained release capsules and imidapril hydrochloride tablets have been the basic drugs for anginapectoris and hypertension and been widely used in over 130 countries. They have played an irreplaceable role in clinic treatment and become one of the most popular cardiovascular drugs in the world. The industrial output value of Tianjin Tanabe Seiyaku Co., Ltd. was 103 million yuan in 2006 and is expected to reach 140 million yuan this year. According to its global development strategy, the company will increase investment and expand production by a large margin and introduce new drugs so as to increase its markets shares in China and the world.

Mitsubishi Corporation ranks 7th among the Fortune 500 corporations. Its products mainly involve machinery, automobiles, shipbuilding, pharmaceutical, home appliances, finance, military industrial products, etc. Mitsubishi Pharma Corp. was set up in 1940 and is the No.9 pharmaceutical company in Japan. Tanabe Seiyaku Co., Ltd. was founded in 1678 and takes the 11th position in Japan. At present, the two pharmaceutical companies are very influential in the international pharmaceutical sector, having their presence in over 130 countries. In view of the world’s aging population and the demands for innovation in life science, the two leading corporations were merged to develop new drugs for the world’s market. Tanabe Mitsubishi Pharma Corporation will specialize in the production of drugs for immune inflammation, metabolic disturbance of carbohydrate and fat, liver diseases in Japan and speed up the R&D and production of new drugs for the diseases related to kidneys, brain nerves, and urinary organs. In this year the major economic indicators of the Micro-electronic Industrial Park maintained rapid growth. The park’s total industrial output value exceeded seven billion yuan in Aug. and hit a new record of 8.3 billion yuan in Sep., the highest level in a month since the establishment of the park.

Form Jan. to Sep., its total industrial output value grew by 46% over the same period of last year to 55.846 billion yuan, and its export volume up by 76.3% over the same period of last year to 4.699 billion dollars. The total industrial output value in the first three quarters was 1.5 billion yuan more than that of 54.3 billion in 2006 and is expected to surpass 75 billion yuan this year if calculated with the normal growth rate.

In the first three quarters of this year the economic development in the park displayed the following two distinctive features:

Firstly, the Samsung enterprises continue its role as the powerful engine of the park. This year the Samsung enterprises saw remarkable increases in the output of their main products and further enhanced their international and domestic market shares,

contributing more to TEDA. The production expansion of the Samsung mobile phones was regarded as one of the 20 key industrial projects of Tianjin, which significantly propelled the development of the park. From Jan. to Sep., the total industrial output value of the Samsung enterprises accumulatively amounted to 49.49 billion yuan.

Secondly, SMEs rapidly increased their investment. This year with the positive influence of leading enterprises like Samsung Telecom Technology, Samsung Opto-electronic, SMEs showed a strong momentum of growth. At present seven companies added investment to expand production such as Cresyn Electronics, PowerLogics, Sensetech Electronics, Jinping Electronic, Yoosung Optical & Electronic, etc. From Jan. to Sep., 11 SMEs had each of their output value exceed 100 million yuan, with their total output values reaching 3.66 billion yuan. Recently, the West Zone of TEDA saw the Ceremony for the Pre-Acceptance Test of the Inspection Team of Tianjin Customs and Signing the Summary of the Pre-Acceptance Test.

Before the Ceremony, the inspection team of Tianjin Customs conducted a pre-acceptance test of the isolation facilities and related supporting facilities of the Section B of Tianjin Export Processing Zone. According to the team, in terms of isolation facilities, checkpoints and other supportive facilities, the Section B of Tianjin Export Processing Zone, covering an area of 0.435 square kilometers, meets the requirements stipulated in the Notice of Issuing the Acceptance Standards for the Infrastructure and Supervision Facilities of the Zones under Special Supervision and Control of Customs and therefore the Section B is already available for use. The inspection team of Tianjin Customs agreed to pass the Section B of Tianjin Export Processing Zone.

It is learned that on May 9, 2007, in the Reply of the General Office of the State Council on the Updates on the Territories of Tianjin Export Processing Zone (Letter No. 51 [2007] of the General Office of the State Council), the State Council agreed with the updates on the territories of Tianjin Export Processing Zone. Still covering a total area of 2.54 square kilometers, Tianjin Export Processing Zone shall keep the one-square-kilometer area, which has been enclosed and used for its regular operation, and have it as the Section A of Tianjin Export Processing Zone. Besides, the Section B of Tianjin Export Processing Zone, with a planned area of 0.435 square kilometers, shall be developed in the West Zone of TEDA. Strictly following the instructions in the reply of the State Council, the Administrative Commission of TEDA, in close collaboration with Tianjin Customs, has well finished various jobs including the construction of the isolation facilities and related supporting facilities, in line with the standards set by the General Administration of Customs of China. Today the Section B has successfully passed the pre-acceptance test carried out by Tianjin Customs. The nine ministries and commissions of the State Council will soon jointly conduct the official acceptance test of the Section B of Tianjin Export Processing Zone. (Tr. by Dong Jing)
