First Lawsuit for Milk Contaminatoin Filed. Will it Succeed? What are the Implications?

MSNBC (and others) are reporting that the first lawsuit has officially been filed.
I have five questions:
1)Will the court accept the case?
2) Will they succeed in court to get the 22,000 USD they are seeking?
3) Will this be the first of 50,000 lawsuits against the 20 or so firms?
4) will foreign firms pay out more than local firms?
5) If they succeed, what are the greater implications long term?

“At least 14 lawyers from Henan province who have been advising victims’ families were told by officials from the provincial government’s justice department to stop their activities, Chang told the Associated Press in a telephone interview.”
